Bootloader recovery

The GitHub - starfive-tech/bootloader_recovery needs a special compiler. The linked releases are for cross compilation on x86. How to do it natively on the VisionFive 2? Do I need to build a risc v toolchain in order to get the riscv64-unknown-elf-gcc ?
